The Pilot

Specialist Professional who advises the captain in conducting the safe navigation of vessels in restricted areas or areas which are sensitive to the environment. He has experience and expertise in navigation, vessels conducting and shiphandling, as well as in local particularities such as: changes in currents and tides, reigning winds and limitations of the points of docking and the dangers, submerged or not.

How the Pilot Arose

The existence of the official Code of Pilots dates back to Hammurabi, forty centuries ago, which legislated their duties, and earned penalties for any failures in the conduct of vessels. Since then, they have been responsible for the safety of vessels, their crews, passengers and cargoes. For the maintenance of Canals of access and unimpeded operation of the terminals for loading and unloading. The disproportional growth of vessels and the harmfulness of its fuel and cargo have redimensioned the importance of the pilot today, besides providing safety for navigation and human life at sea, he is the main protagonist in the protection of the underwater environment. 

The Importance of Pilots

To measure the importance of the Pilots becomes easy when we find that 98% of loads of our trade, domestic or international, are transported by ships. With his skill and deep local knowledge he allows the use of vessels of larger size, with maximum security within the limits of the hydrographic limits of the port, optimizing the flow of cargoes in the region of interest, always keeping at aim the responsibilities with the protection of human life, the preservation the aquatic environment, the maintenance of navigability on the Canals of access and protection of public or private assets involved in the maneuver, such as: ships, tugs, boats and port facilities. 

Any vacancies are filled by open competition conducted by the National Maritime Authority, covering Navigation, Maneuvering of craft, Naval Art, Marinery, Communications, Marine Technical English among other subjects, as well as proof of titles. 

Information on the selection process to the category of Practical Pilot can be obtained via the Standard of the Authority for Maritime Pilotage Service (NORMAM 12/2003), through the Board of Ports and Coasts website or via email secom@dpc.mar.mil.br 

In all ports of the country the profession is exercised according following manning set by the Maritime Authority, exercised by the Command of the Navy - Ministry of Defense. 

In setting those manning, the Maritime Authority meets compromise solution, setting numbers not as great as to endanger the maintenance of the License, and not so small as to hinder the ongoing availability of Pilots or bring them to overload and fatigue. 

The ones approved and classified within the number of vacancies will be elevated to the rank of Practical Pilots. The Practical Pilots are presented to the local Pilotage Company that, under its responsibility and its expense, submits them to an intensive training program. After this, if deemed fit, will be submitted for examination applied by the Maritime Authority.
